The EU Energy Performance of Buildings Directive (EPBD) is a key tool of the European Union to enhance the energy efficiency of buildings and contribute to achieving the EU's climate goals. It is directly implemented through the Building Energy Act (GEG) and sets minimum requirements not only for new buildings but also for the modernization and decarbonization of existing buildings. For existing non-residential buildings, gradual improvements are mandated through Minimum Energy Performance Standards (MEPS). The first draft of the EPBD revision was proposed on December 15, 2021. In 2022, the European Council adopted a position, followed by the European Parliament in March 2023. Key requirements of the EPBD, which also affect commercial buildings, include that new buildings must be emissions-free (net-zero energy buildings) by 2030. For public buildings, this requirement will apply starting in 2027. Additionally, the Building Renovation Passport is intended to facilitate the planning of upgrades and renovations across all member states and provide greater transparency for consumers. The EPBD also introduces a standardized format for energy performance certificates.
For commercial building operations, the implementation of the EPBD has direct implications: By 2030, the bottom 16% of non-residential buildings with the lowest energy efficiency must be renovated. By 2033, the same applies to the bottom 26% of buildings. There is also an obligation to equip buildings with building automation and control systems once a certain heating or cooling capacity is reached.
